The rules didn't change. The state board said that all counties must follow the same policies. TheRead More only thing that changed is that a provisional voter cannot have a representative instead of his own presence. Provisional voters may submit information. They do not have to be present. The Huffington article is quite misleading.

Not sure who it benefits or why it was changed, but it is a change (or at least a NEW RULE). My earlier comment holds. Something is fishy. People cannot make stuff up (a new rule) after an election. That's not fair to either party or the general public. One can try to define away the rule change but a new requirement is a new requirement. Call it a "rule change". Call it a "not rule change". Call it an "interpretation of a rule (changed or not)". Call it whatever you want. Something is fishy.
