Biden in Richmond: 'We Cannot Remain Silent' On Guns

Vice President holds panel with Sen. Tim Kaine and other leaders on gun safety, gun laws, expanding mental health.

The discussion was closed to the public, but in remarks outside the panel he said the group reached a “broad consensus” that certain parties should be denied access to guns. They include convicted felons, those guilty of domestic violence and those who are legally found to not be capable because of mental capacity. Homeland Security Secretary Janet Napolitano, Secretary of Health and Human Services Kathleen Sebelius and Deputy U.S. Attorney General Jim Cole joined Biden for the discussion. Virginia officials …

History was made Monday in Washington, D.C. for the swearing-in ceremonies for President Barack Obama and Vice President Joe Biden, for their second terms of office, and supporters traveled near and far to witness the occasion.  Patch was at the scene, from sunrise until sunset, at the National Mall. Unofficial crowd estimates said that one million people were on hand for the event. It was a long day for the Obama family, starting out at 8:30 a.m. with a church service across the street from the White House at St. John's Episcopal Church, Lafayette Square. Beyoncé to Sing National Anthem at Inauguration

The 16-time Grammy winner will be accompanied by The President's Own U.S. Marine Band. Other performers include Kelly Clarkson and James Taylor.

Beyoncé, Kelly Clarkson and James Taylor will perform at the 2013 Presidential Inauguration, on the West Front of the U.S. Capitol Monday, the Presidential Inaugural Committee (PIC) announced. Beyoncé will sing the National Anthem, Kelly Clarkson will perform “My Country Tis of Thee” and James Taylor will sing “America the Beautiful.” "When we work with guest artists we coordinate with them and their music directors to get a sense of what they are hoping for in their presentation, and what's their best key," said Col. Ahead of President Barack Obama's 2013 inauguration Jan. 21, we rounded up historic photos showing presidential oaths of office past.

President Barack Obama's second inauguration ceremony and celebration Jan. 21, is a far cry from the inauguration of our first president, George Washington. That ceremony was held April 30, 1789 at Federal Hall in New York City, where the federal government was headquartered at the time. Later inaugurations were held in Philadelphia when the federal government moved there. Vice President Joe Biden presided over the mock ceremony after the official one on the Senate floor, and Anne Holton, Kaine's wife, proudly held a bible as her husband took the oath to become Virginia's junior Senator. On the first day of the 113th Congress Thursday, Tim Kaine took the oath of office, officially taking the title of United States Senator. Kaine and his family participated in a re-enactment Thursday afternoon at the U.S. Capitol's Old Senate Chamber with Vice President Joe Biden officiating. Kaine's wife, Ann Holton, held a bible. The vice president swears in new Senators and re-elected Senators at the start of each Congress. The official swearing-in took place earlier on the Senate floor. Kaine, a Democrat, was elected Nov. 6 to the U.S. Senate representing Virginia, and will serve alongside Sen. Mark Warner (D).
